What land development involves
Residential land development is the process of taking raw or underutilised land and transforming it into titled residential lots ready for sale and construction. It is a complex, multi-stage process that requires careful judgment at every step – from identifying the right site and understanding its potential, through navigating planning and approvals, coordinating infrastructure and construction, and ultimately bringing lots to market.
Done well, land development creates genuine value – for landowners who unlock the potential of their land, for investors who share in the development upside, and for communities that gain access to well-planned, well-located residential lots in markets where housing supply is needed.
Done poorly, it creates delays, cost overruns, planning failures, and outcomes that disappoint everyone involved. The difference between the two is almost always the quality of the decisions made throughout the process – and the experience and discipline of the team making them.

Through planning, it means we understand the process from the inside and can engage with councils and authorities with real technical credibility. The development process
Every land development project is different, but the broad stages of the process are consistent. UrbanVale is involved across all of them.
Site identification and acquisition
The process begins with finding the right site. We actively seek land across Victoria and interstate that has the scale, location, and planning context to support a viable residential subdivision. Our in-house capability means we can assess site yield, development costs, and residual land value quickly – enabling us to move decisively on the right opportunities.
Feasibility and structuring
Before committing to any site, we carry out a thorough in-house feasibility assessment covering yield, infrastructure requirements, development costs, planning pathway, and project timeline. We also work through the right deal structure for each opportunity – whether that involves a direct acquisition, a joint venture with the landowner, a development agreement, or another arrangement.
Planning strategy and approvals
Planning is often the most complex and time-consuming stage of a land development project. UrbanVale approaches planning strategically – understanding council and authority requirements, preparing well-considered applications, and engaging proactively throughout the process. We have found that building genuine working relationships with council and authority officers makes a meaningful difference to both the quality and speed of outcomes. Where rezoning is required, we have experience navigating both standard and accelerated planning pathways, including the Development Facilitation Program.
Consultant coordination and management
Land development requires a strong team of specialists – town planners, civil engineers, surveyors, environmental consultants, legal advisors, accountants, agents and others. UrbanVale engages and manages a trusted network of consultants across all disciplines, coordinating their work and ensuring the project moves forward efficiently and in the right direction.
Infrastructure and construction
As planning approvals are secured, the focus shifts to delivering the physical infrastructure – roads, drainage, water, sewer, power, and telecommunications – that transforms a parcel of land into a subdivision of titled lots. UrbanVale is closely involved in engaging and overseeing construction, managing costs, and maintaining quality and timeline discipline throughout delivery.
Sales and marketing
The final stage is bringing lots to market. UrbanVale coordinates the sales and marketing strategy for each project, working with specialist sales agents and marketing partners to position the project appropriately and achieve strong lot sales outcomes. We remain involved through to settlement to ensure the process is completed well.
The markets we focus on
UrbanVale focuses primarily on residential land development in regional Victoria – particularly in established regional cities and towns where housing supply is not keeping pace with genuine demand.
Regional Victoria presents a compelling development landscape. Many towns and regional centres are experiencing population growth driven by lifestyle migration, improved connectivity, and expanding employment bases – while the supply of quality residential lots has not kept up. That gap between supply and demand is where well-considered land development creates the most value.
We look for markets where housing demand is genuine and sustained, where the planning context supports a realistic development pathway, and where the community will genuinely benefit from an increase in quality residential land supply.
Our current project pipeline reflects that focus, with active sites across Gippsland and strategic opportunities in other regional Victorian markets. We are also actively assessing opportunities in selected interstate markets in South Australia, Western Australia, and Queensland where positive supply and demand dynamics exist.
Working with landowners on land development
Many of the best land development opportunities begin with a conversation with a landowner who has land that may have development potential but is not sure what to do with it.
UrbanVale works with landowners across Victoria and interstate to assess suitable opportunities and discuss the right structure for each situation. That may involve an outright acquisition, a joint venture, a development agreement, or an option arrangement – depending on what makes the most sense for the landowner and the site.
We approach these conversations with the same directness and care we bring to everything else. We will give landowners a clear, honest view of what their land may be suited to and what realistic options exist – including when we do not think the timing or the opportunity is right.
